Juan is completing his PhD in Communication at USC Annenberg, with expertise in digital infrastructure governance, platform power, and technology policy. Trained in law (Universidad Torcuato Di Tella), policy (Oxford's Blavatnik School), and internet studies (Oxford Internet Institute), his work examines government strategies for digital autonomy. His research has been published in the International Journal of Communication, Internet Policy Review, and Global Media and China, and featured in Wired and The Washington Post. Originally from Argentina, Juan has designed the processes leading to the Contract for the Web (launched by Tim Berners-Lee), served as Fellow at Harvard's Berkman Klein Center, coordinated research for UNESCO, and co-initiated the Non-Aligned Tech Movement.
